Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, formed through the merger of several public institutions and established by Ordinance 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, expert, and public health safety agency, its missions include:

  1. Epidemiological observation and surveillance of the health status of the population;
  2. Monitoring health risks threatening the population;
  3. Promoting health and reducing health risks;
  4. Developing prevention and health education;
  5. Preparation for and response to health threats, alerts, and crises;
  6. Issuing public health alerts.

The agency is organized into 12 departments—some scientific, some cross-functional, and some providing operational support.

The agency’s strategic priorities and work program, established by its Board of Directors, are organized into three areas: Strengthening the capacity to anticipate and respond proactively to public health threats; Measuring and assessing the extent of diseases and risk factors to guide their prevention and control; Strengthening the health impact of all public policies, as well as health prevention and promotion.

Responsibilities

Reporting to the Cancer Unit and working under the supervision of the unit manager, the data scientist will be responsible for collaborating with partners to develop algorithms for identifying skin cancers using paired data. Once the algorithms have been validated, the data scientist will apply them to estimate the incidence (and, where applicable, prevalence) of skin cancers at the national and subnational levels.

Responsibilities

  • Participate in collaborative meetings among the various partners (Health Data Hub, cancer registries, thematic support committee, etc.).
  • Using data from the various SNDS databases: 1/ extract service records (consultations, surgical procedures, laboratory tests, imaging procedures, medications, etc.) from the various SNDS databases (DCIR, PMSI); 2/ reconstruct the diagnostic and treatment phases for insured individuals treated for a suspected skin cancer lesion; 3/ participate in the development of a priori algorithms.
  • Participate in evaluating the performance of these algorithms (by comparing them with cases validated by cancer registries).
  • After validation of the algorithms: apply the algorithms deemed to perform satisfactorily to estimate the incidence (and, where applicable, the prevalence) of skin cancers at the national and subnational levels.
  • Draft documentation regarding the development of these algorithms.
  • Present interim and final results to partners
  • Make the documentation on the algorithms and programs available, within a collaborative framework, through the HDH infrastructure to feed into the BOAS.
  • Participate in the dissemination of the research findings (scientific articles, conference presentations, etc.)
