New benchmarks for alcohol consumption and use: results of the 2017 Santé publique France Barometer

Introduction: Alcohol is responsible for short- and long-term health and social problems. In 2017, a group of experts commissioned by Santé publique France and the National Cancer Institute issued a recommendation setting out new guidelines for alcohol consumption, aimed at limiting the associated health risks. This guideline consists of three components: 1) consuming no more than 10 standard drinks per week, 2) no more than 2 standard drinks per day, and 3) having days during the week with no alcohol consumption. The objective of the study was to assess weekly alcohol consumption in France in 2017 in relation to this new guideline. Methods: Data from the 2017 Santé publique France Public Health Barometer survey were used to obtain a picture of weekly alcohol consumption and to assess it against the various dimensions of the new guideline. Results and conclusion: In 2017, 23.6% of people aged 18–75 exceeded the consumption benchmark on at least one of its dimensions, with men (33.4%) doing so more frequently than women (14.3%). More specifically, 19.2% reported having drunk more than 2 alcoholic drinks in a single day at least once during the previous week, 9.7% reported having drunk more than 10 alcoholic drinks over the past seven days, and 7.9% reported having consumed alcohol on more than five out of seven days. The relationship with age was particularly pronounced: younger individuals were more likely to consume more than two drinks on a drinking day, while older individuals were less likely to have days of abstinence during the week. The population exceeding this threshold was predominantly male, employed, and had an educational level of high school or below; approximately one-third of this population had a net monthly income of 1,200 euros or less.
