Evaluation bodies responsible for reviewing calls for proposals, projects, and scientific articles are tasked with:
conducting scientific and technical evaluations of third parties for the purpose of selection that may lead to a grant from the agency (or even from another source of public funding) or to accreditation; they may also conduct periodic evaluations of accredited or qualified organizations;
evaluating surveillance systems, programs, projects, interventions, and prevention measures;
the evaluation of scientific articles and the development of editorial guidelines for periodicals.
Opinions or recommendations intended to assist public authorities in making decisions regarding health and public health safety do not fall within the scope of the evaluation bodies’ missions.
Members are selected following a public call for applications, based in particular on the information provided in the application materials, the candidates’ alignment with the required expertise, an analysis of conflicts of interest, and the need for the group to be multidisciplinary and diverse in order to address the full scope of the issue at hand.
Each member of these committees must complete a public declaration of interests and adhere to Santé publique France’s ethical principles. As part of the conflict-of-interest management and prevention framework established by Santé publique France, any potential conflicts of interest among committee members were reviewed before and during the committees’ work, and the necessary management measures were implemented. Declarations of interest are published on the DPI SANTE consultation website.
To carry out its missions, Santé publique France relies on a network of CNRs, whose appointment procedures and main responsibilities are established by Decree No. 2022-1770 of December 30, 2022, and the Order of March 2, 2022. The CNR Committee reports to the Director General of Santé publique France to support the agency’s work regarding the designation, coordination, and evaluation of the CNRs. The current Committee was appointed in April 2023 for a five-year term.
The NRC Committee is responsible for:
proposing, for a five-year period and in light of the epidemiological situation, a list of pathogens requiring a national reference center;
developing the terms of reference (general and specific) for the NRCs;
analyzing proposals and ranking applications in response to a call for applications;
evaluating the NRCs annually and at the end of their five-year term.

A registry is defined as a continuous and comprehensive collection of identifiably personal data pertaining to one or more health events in a geographically defined population, maintained for research and public health purposes by a team with the appropriate expertise.
The CER was established by Santé publique France, the National Institute of Health and Medical Research (Inserm), and the National Cancer Institute (Inca), following the dissolution, by decree of May 23, 2013, the National Registries Committee (National Registries Committee and National Registries Committee for Rare Diseases).
The CER is responsible for:
evaluating registries, taking into account both their research and public health missions;
issuing recommendations on the operation and the research and surveillance activities of the evaluated registry;
evaluating the implementation of the recommendations made to the registries;
making proposals to public authorities, particularly with regard to epidemiology and prevention and care policies.

Santé publique France oversees the national initiatives of the Support Centers for the Prevention of Healthcare-Associated Infections (CPias) and the initiatives on the appropriate use of antibiotics entrusted to the Regional Antibiotic Therapy Centers (CRAtb) in collaboration with the CPias. In this context, CominaPIA was established in 2017.
CominaPIA is responsible for:
the annual evaluation of the activity reports produced by each national initiative;
defining the national missions to be entrusted to the CPias and CRAtbs through a call for proposals and drafting their terms of reference;
evaluating the applications from associated CPias and CRAtbs for these national missions for an effective appointment as of October 1, 2028.

Santé publique France hosts and maintains the Registry of Effective or Promising Interventions in Health Prevention and Promotion (PPS), the leading French registry that identifies and presents these interventions. An evaluation committee for effective or evidence-based PPS interventions has been established to support the Registry.
The committee is responsible for:
reviewing the eligibility of field-based PPS interventions (pre-selection) submitted to the committee prior to external evaluation to determine their eligibility for inclusion in the Registry;
validating the eligibility of HPP interventions (selection) that have been evaluated for inclusion in the Registry;
determining the level of effectiveness of the selected PPS interventions included in the Registry, according to a 5-level scale.
