Tobacco Info Service: Design and Evaluation of a Remote Smoking Cessation Support Tool
The Tabac Info Service was launched in the late 1990s by the French Committee for Health Education (formerly the National Institute for Prevention and Health Education), whose responsibilities were taken over by Santé publique France in 2016. Accessible by phone, it was based on a one-time, anonymous call system. It has gradually expanded to include multiple communication channels: a website (2007), a smartphone app (2015), and social media accounts (2016). At the same time, based on literature reviews and evaluations, the range of services has diversified. The single phone call evolved into support spanning multiple sessions, modeled after in-person counseling. Digital channels introduced e-coaching, now exclusively accessible via the app. Finally, although the service provided is less structured, Tabac info service facilitates communities of smokers and former smokers through its Facebook and Instagram accounts. Several types of evaluations have been conducted. The telephone service is subject to ongoing evaluation through a 6-month follow-up call to all individuals who have had a consultation with a tobacco specialist on the helpline. The effectiveness of e-coaching was the subject of a randomized controlled trial in 2007, and again in 2018 for its smartphone-adapted version. Finally, a qualitative study was conducted in early 2021 to assess the user experience and the visual design. All of these tools are integral to the communication campaigns deployed by Santé publique France, which promotes them on an ongoing basis. Several challenges remain to be addressed: strengthening the coordination between the various communication channels, and even between remote and in-person support; structuring a service offering on social media; and mobilizing resources to evaluate and continuously improve remote support systems over the long term.
