“Emplois Jeunes Tabac”: A qualitative ex post evaluation of a national program to promote community-based tobacco prevention initiatives.

Since 2000, the National Institute for Prevention and Health Education has coordinated and monitored the "Emplois Jeunes Tabac" (EJT) program with the aim of increasing both the number and quality of community-based tobacco prevention initiatives. Supported by tripartite funding (INPES, the State, and Health Insurance), the initiatives aimed to encourage and/or assist with smoking cessation as well as prevent people from starting to smoke. Now that the program has concluded, INPES is responsible for evaluating it. From 2000 to 2002, 125 youth project managers were recruited for a five-year term in 85 regional or departmental health education committees. As a result, several hundred community-based tobacco prevention initiatives were implemented each year among diverse audiences. In 2005, a multi-stakeholder body was created to support the final evaluation conducted by an external professional. This ex-post evaluation, which drew heavily on all the data collected and analyzed throughout the process, focused on the coordination between the different levels of implementation of the program (particularly between the national and local levels) and on the quality of the initiatives. Its insightful conclusions will be useful for the development of future programs.
