Strengthening the capacity of public health networks
Given that the expertise developed by Santé publique France in the field of training—such as prevention and health promotion or intervention epidemiology—is recognized both nationally and internationally, the agency is involved in various educational programs. In the field of prevention and health promotion, the agency partners with EHESP to organize a Certificate in Population Health Promotion and contributes to EHESP’s continuing education modules in health promotion. Santé Publique France contributes to the Francophone Summer School in Public Health in Besançon, organized by the Faculty of Medicine and Pharmacy of Besançon and the Franche-Comté Regional Health Agency (ARS). In the area of training in intervention epidemiology, the Agency—which was involved for 10 years (until 2013) in the field epidemiology training program (Profet)—is involved in the IDEA applied epidemiology course, organized with the School of Advanced Studies in Public Health (EHESP), in collaboration with the Center for Epidemiology and Public Health of the Armed Forces (Cespa) of the Armed Forces Health Service and the Epiter association. Similarly, it actively participates in the ECDC’s EPIET program (European Programme for Intervention Epidemiology Training) by contributing to the scientific coordination of the EPIET program and hosting trainees.
The agency also coordinates the training of medical reservists. During their training program, reservists will acquire a body of knowledge regarding health surveillance and safety. This specific training program is part of the joint efforts led by the Ministry of Health and the School of Advanced Studies in Public Health (EHESP).
The training is structured around training tracks that combine diverse and innovative pedagogical strategies:
a common core of knowledge to be acquired through e-learning and/or in-person sessions: mission safety, exceptional health situations, medical-psychological emergencies, the international aid environment…
specific training tracks via e-learning and/or simulation: operational English, care for the wounded during aeromedical evacuations…
contextualized training programs: immersion week in a constrained environment (field exercise), training for logisticians, putting on and removing personal protective equipment in the context of an emerging infectious disease…
Training seminars for mission "lead" reservists and instructors.
Specific partnerships with EHESP, the Armed Forces Health Service, the Directorate General for Civil Security, and training organizations help optimize these unique programs.
Other e-learning training programs are being developed to support reservists in specific, targeted public health missions (for example: telephone response during a MERS-CoV outbreak).
