Headlines - Integrated Approach to Managing Chemical Emissions from Classified Facilities
Since the law of December 30, 1996, environmental impact studies for classified facility projects have focused on the health impact on the population, in addition to wildlife, flora, and landscapes… Until then, these studies sought to demonstrate the project’s compliance with current regulations, which is not always sufficient, particularly in certain contexts or for certain pollutants that are not subject to limit values. Following the issuance of recommendations by the High Council for Public Health (HCSP), the National Institute for Industrial Environment and Risks (Ineris) has just published a new guide proposing a four-step integrated approach:
Assessment of facility emissions: characterization of emissions and compliance with regulatory requirements and best available techniques;
Assessment of issues and exposure pathways: conceptual diagram describing the relationships between pollutant sources, environmental media and transfer vectors, and exposed uses and populations;
Assessment of the state of the environments: initial state of potentially impacted environments and degradation attributable to the facility (if existing); Prospective assessment of health risks: risks attributable to projected emissions for populations surrounding the facility.
The guide specifies the areas of application between the Interpretation of the State of the Environment (IEM) and health risk assessments (ERS). It clearly states that the IEM must be based on measurements of actual contamination, while modeling may be used to estimate the facility’s contribution. In contrast, the SRA, which is prospective, will rely more heavily on modeling, whether it is for a "single-operator" facility or a "multi-operator" zone.
