Call for Proposals for the Regional Implementation of "Smoke-Free Months"
Santé publique France is issuing a call for proposals to support the rollout of “Mois(s) sans tabac” in the regions and encourage engagement among local stakeholders.
The "Moi(s) sans tabac" campaign was first launched in 2016 by the Ministry of Health, the National Health Insurance Fund for Salaried Workers, and Santé publique France, with the support of the Regional Health Agencies. It is a collective challenge that encourages all smokers to try to quit smoking in November, with the support of their loved ones. This initiative is inspired by a similar British campaign, "Stoptober." "Moi(s) sans tabac" relies on communication campaigns in the media and on social media, as well as community-based initiatives led by local stakeholders.
The first edition encouraged more than 180,000 smokers to sign up and generated over 3,200 requests for materials from local governments, associations, government agencies, businesses, and others.
Moi(s) sans tabac is part of Axis 2 of the National Tobacco Reduction Program (PNRT 2014–2019), Cancer Plan 3, and the MILDECA 2016–2017 Action Plan. It is also part of the Public Health France Tobacco Program, which aims in particular to increase the number of attempts by smokers to quit.
It also addresses broader objectives: mobilizing stakeholders on the ground, particularly healthcare professionals, and promoting behavioral change.
The call for projects aims to support the rollout of the initiative in the region, under the leadership of the Regional Health Agency (ARS), by encouraging the mobilization of stakeholders on the ground. These activities, which complement national communication efforts, are necessary to ensure the initiative’s success.

The total budget allocated to this call for projects is €1,100,000. Only applications that meet the criteria in the specifications will be considered.

Submission of applications and selection process:
Project leaders have until March 24, 2017, to submit their applications to the ARS in their region and to Santé publique France.
The ARS will provide Santé publique France with an opinion on the submitted projects.
Santé publique France will notify the project leader of the final decision by June 18, 2017.
