Call for Applications to Fill 2 or 3 Positions on the Committee for the Evaluation of Effective or Promising Interventions in Health Prevention and Promotion

Santé publique France, the national public health agency, is inviting applications to fill positions on the committee responsible for evaluating effective or promising interventions in health prevention and promotion (PPS). Deadline: October 22, 2024 (midnight).

Application Guidelines

The application package must include:

  • a cover letter including your professional and personal contact information, an email address, and a cell phone number;

  • a resume;

  • a list of works/publications from the past 5 years;

  • a public declaration of interest to be completed on the DPI SANTE ministry portal, accessible via the link https://dpi-declaration.sante.gouv.fr/dpi-webapp/app/candidature/index

Selection Criteria

Only complete applications will be considered.

The selection of applications for the committee evaluating effective or promising interventions in PPS will be based on the information provided in the cover letter, the candidates’ alignment with the required skills, an analysis of conflicts of interest, and the necessary multidisciplinary nature of the group.

Please note: Given the ethical principles applicable to Santé publique France, the receipt of personal compensation from industry entities within the scope of the committee’s mandate and participation in scientific or strategic advisory activities for these same entities constitute a conflict of interest that is incompatible with appointment to the committee.

Declarations of interest will be reviewed by the Internal Ethics Committee of Santé publique France.

Candidates will be informed of the outcome of the review of their application via email from the committee’s secretariat.

New members will be appointed by decision of the Director General of Santé publique France; the DPI records of members of the Committee for the Evaluation of Promising or Proven Interventions in PPS are published on the DPI SANTE portal.

The committee’s membership is published on the agency’s website.

Members of the Board of Directors, the Scientific Council, the Ethics and Professional Conduct Committee, the Steering and Dialogue Committee of Santé publique France, or any other expert committee of Santé publique France are not eligible to apply.

Terms of Reference for the Committee for the Evaluation of Effective or Promising Interventions in Health Prevention and Promotion

To comply with Santé publique France’s best practices for committee procedures, the Directorate of Prevention and Health Promotion (DPPS) is expanding the membership of the Committee for the Evaluation of Effective or Promising Interventions in Prevention and Health Promotion. This committee, established on June 21, 2022, supports the Registry of Effective or Promising Interventions, which is hosted and maintained by Santé publique France.

The role of this evaluation committee is:

  1. to review the eligibility of field interventions in PPS (pre-selection) submitted to the committee prior to external evaluation for inclusion in the Registry;

  2. to report on the two external analyses during meetings, following the peer review process, and/or to participate in collegial decisions;

  3. to determine the level of evidence for the selected PPS interventions, according to a 5-level scale.

A panel of qualified reviewers, external to the committee and to Santé publique France, conducts the evaluations of PPS interventions, intended to document (or even refute) a level of evidence of effectiveness. A member of the evaluation committee, designated as the rapporteur, compiles the analysis grids completed by the external reviewers and presents their scientific assessment for each evaluated intervention to the entire committee. The evaluation committee collectively determines the level of evidence of effectiveness.

Composition

This evaluation committee consists of 11 members (with two vacancies), appointed by the Director General of Santé publique France, all of whom are external to Santé publique France and recruited through a public call for applications.

Committee members serve in their personal capacity (intuitu personae) and may not be replaced. They express their opinions independently of their affiliated organizations.

The combined expertise of the members enables the classification and certification of PPS interventions as effective or promising: scientifically substantiated beneficial effects of PPS interventions on health status (or health determinants) linked to post-intervention behavioral changes over time; reduction of social health inequalities.

The evaluation committee takes into account the diversity of disciplinary approaches applied to the evaluation of PPS interventions and across the various fields of public health practice.

Desired Skills

General Skills

  • Scientific expertise in public health and/or the humanities, social sciences, and economics;

  • Experience in evaluating PPS interventions;

  • Skills in prevention science/research;

  • Writing skills;

  • Ability to work collaboratively;

  • Experience participating in working groups.

Two profiles are sought to complete the committee:

  • Practitioner with experience in evaluating infectious disease prevention measures

  • Health economist.

Specific skills

  • Methodological expertise in epidemiology / biostatistics / health economics, in the field of infectious disease prevention (examples: knowledge of the scientific literature on prevention, evaluations of the impact of preventive interventions (randomized controlled trials, quasi-experimental trials, time series, etc.), cost-benefit analyses, mixed-methods approaches; scaling-up challenges).

  • Knowledge of recent publications in the relevant field.

How the Committee for the Evaluation of Promising or Evidence-Based Interventions in Health Prevention and Promotion Works

Committee members are appointed for the current term (4 years). The committee’s term will expire on June 20, 2026.
The Evaluation Committee for Effective or Promising Interventions in Health Promotion and Prevention meets a maximum of 5 times per year, either in person at the Santé publique France site in Saint-Maurice or via videoconference.

Members sign a “Confidentiality and Commitment to Attend Meetings Agreement” and commit to regularly attending meetings and participating in the work of the Evaluation Committee, which supports the Registry of Effective or Promising Interventions in PPS.

Members have access to information held by Santé publique France that is necessary for the requested work.

The Director General of Santé publique France provides the resources necessary for the committee’s operation.
The scientific and administrative secretariat of this committee is managed by the Directorate of Prevention and Health Promotion (DPPS).

The committee bases its decisions on external evaluations produced by qualified experts, taking into account multidisciplinary perspectives and collegiality. If necessary, it may hear from any expert whose knowledge and experience are deemed necessary for its mission, subject to the submission of a declaration of interests.

Compensation and Travel Expenses

Travel and accommodation expenses are reimbursed under the conditions applicable to civilian government employees.
Compensation for loss of income in the case of self-employed individuals and compensation for time spent attending meetings and for work performed will be based on the scale established by the Board of Directors of Santé publique France

Data Processing

Your personal data is processed under the responsibility of Santé publique France. This processing is based on the implementation of pre-contractual measures related to the applicant’s application to the committee.

  • For unsuccessful candidates: CVs and application materials will be deleted within three months following the conclusion of the selection process;

  • For successful candidates on the committee:

    • CVs and application materials will be retained for up to one year after the end of your term on the committee;

    • Certain financial documents (bank account information, proof of identity, etc.) that may be requested from you at a later date, as they are necessary for the reimbursement of your travel expenses and compensation, must, in accordance with the law, be retained for 5 years after the final payment.

The data will be processed by authorized personnel at Santé publique France, and its subcontractors will have access to this information only to the extent necessary for the performance of their duties.
