Social and emotional skills in public policy

In recent years, several public policies related to children, youth, and parents have implemented initiatives to promote the development of psychosocial skills (PSS). These initiatives aim to positively impact well-being, mental health, substance use, sexual health, violence, social cohesion, and educational success. Currently, the development of PSDs is promoted in five public health plans (National Public Health Plan – Prevention Priority 2018–2022; Roadmap for Mental Health and Psychiatry; National Action Plan Against Addiction 2018–2022; National Sexual Health Strategy 2017–2030; National Tobacco Control Program - 2018-2022). Santé publique France supports the development of CPS within the framework of these plans and is currently producing a set of guidelines, one of the steps toward facilitating the rollout of CPS across the entire country. In 2016, the Ministry of National Education, Youth, and Sports established the health education pathway, reinforced by the Health-Promoting School initiative launched in 2020; from preschool through high school, CPS are included in the Common Core of Knowledge, Skills, and Culture. The Directorate General for Higher Education and Professional Integration aims to develop HPS for all students and to teach HPS within the National Institutes for Teacher Training and Education (Inspé). Within agricultural education and training institutions, training initiatives are being implemented for teaching, educational, and health staff on the development of CPS in adolescents. At the regional level, numerous stakeholders are implementing CPS initiatives (Regional Health Agencies, school districts, juvenile justice services, local governments (through local missions, local health contracts, ASE, PMI, etc.), associations, etc.). Currently, an interministerial strategy for the implementation of CPS over the 2022–2027 period is being finalized to strengthen public policies aimed at developing CPS among children and youth in their various living environments.
