Is empowerment—the process of increasing one's ability to act—ethical?

Empowerment—that is, the development of the ability to act—and community participation are ethically sound concepts from a public health perspective. In theory, that is; in practice, however, neither empowerment nor participation necessarily benefits the health of the individuals and communities involved. In light of these risks, Olivia Gross calls for vigilance and adherence to a few fundamental rules.
