Given their frequency, drowning incidents represent a major public health issue. That is why Santé publique France is working to track the number of drowning incidents, analyze their characteristics, and implement appropriate prevention measures to reduce the risk.
Epidemiological surveillance of drowning victims
Between 2002 and 2021, Santé publique France conducted surveys every three years during the summer to describe the circumstances of drowning incidents. Starting in the summer of 2023, at the request of the Ministry of Health and the Ministry of Sports, a new annual epidemiological surveillance system for drowning has been implemented, with the goal of tailoring prevention messages throughout the season.
Each year, from May 1* to September 30, data on the total number of accidental drownings and those resulting in death is collected across mainland France and in the overseas departments and regions (DROM). This new system is implemented by Santé publique France and the National System for Monitoring Water Safety, which is affiliated with the National Institute of Water Sports.
*Starting in 2026, the start of the monitoring period has been moved up to May 1 instead of June 1 as in previous years.
A drowning prevention initiative
As part of its prevention mission, Santé publique France, in collaboration with its partners, raises public awareness about the risks associated with swimming. Every year, Santé publique France launches information campaigns and provides prevention advice to the general public and healthcare professionals.
