Non-specific surveillance in Languedoc-Roussillon. Summary of data from 2008 to 2011
Non-specific surveillance relies on the use of data that is collected automatically, easily, and in real time. The systems used must enable the early detection of a public health event in order to implement control measures that can reduce its impact on public health. In France, since 2004, non-specific surveillance has been organized around the SurSaUD® system (Health Surveillance of Emergency Department Visits and Deaths), established and coordinated by the French Institute for Public Health Surveillance (InVS). This system relies on four data sources: visits to emergency departments participating in the Oscour® network (Coordinated Emergency Surveillance Organization), calls to SOS Médecins associations, mortality data recorded by civil registry offices that automatically transmit their data to the National Institute of Statistics and Economic Studies (Insee), and mortality data recorded through electronic death certification. Aggregated data from regional monitoring and alert servers complement this system. This report provides an overview of non-specific surveillance in Languedoc-Roussillon. It first presents the architecture of the various current information systems, the items comprising the databases, information transfers, and all partners providing the data used for non-specific surveillance. Changes in data quality and trends in various epidemiological indicators are described for each source. In 2011, 25 of the region’s 26 emergency departments were included in the system, as well as two of the three SOS Médecins associations, and 60% of regional mortality is recorded in SurSaUD®. Finally, the Cire’s daily use of these data to fulfill its monitoring and alert mission is explained, ranging from statistical analysis for the detection of health events and communication via surveillance bulletins to feedback to partners.
