Santé publique France’s 2024–2028 Objectives and Performance Agreement

Santé publique France has signed its new Objectives and Performance Agreement for the 2024–2028 period with the Ministry of Labor, Health, and Solidarity. It sets out ambitious goals for public health and for the agency’s work in support of public policy and the population.

The Objectives and Performance Agreement (OPG) is designed to support the new National Health Strategy and to reflect evolving knowledge about the health status of the population, while taking full account of the various interactions between living environments, lifestyle habits, the emergence of infectious diseases, and chronic conditions. It also incorporates lessons learned from the COVID-19 crisis and places the “One Health” concept at the heart of its work.

With this new COP, Santé publique France reaffirms its ambition: that of a strengthened, more effective public health system, characterized by scientific rigor as well as openness and dialogue with society, working closely with populations and regions throughout mainland France, Corsica, and the overseas territories. The COP’s guidelines underscore the Agency’s commitment to maintaining and developing expertise that supports public policy—scientifically independent and serving decision-makers—and to producing knowledge and information useful to the public and stakeholders.

What are the main priorities of the 2024–2028 Strategic Plan?

The 2024–2028 Strategic Plan is structured around four main priorities that reflect the continuum of Santé publique France’s missions. These priorities are broken down into operational objectives aimed at strengthening the Agency’s impact in support of the priorities defined by public policy.

  • Priority 1 - Innovate and advance knowledge to enhance the effectiveness of public health interventions

  • Axis 2 - Ensuring a responsive reaction to health threats and anticipating the management of successive or simultaneous health crises

  • Priority 3 - An open agency of expertise, working closely with regions and localities

  • Axis 4 - An effective and accountable agency

The COP is thus part of the agency’s strategy based on expertise, openness, and innovation.
